Setting up a Server on a cable modem
The cable modem is the greatest thing to date for John Q. Public. For surfing the net and playing online the action is fast and incredible. However when it comes to using them for a Unreal Server they don't live up to your expectations. Don't get me wrong they make a heck of alot better server than a standard telephone modem. But if you think you are going to be able to run a big 16 player server like the "other fellows" you see on Gamespy, you have a big problem called the "Cable Company.". They don't approve of the use of their modems and equipment to run game servers which tie up and hog their bandwidth. So they have set up their modems to restict the "upstream bandwidth". Which means even though you can download tons of stuff on the "downstream bandwidth" portion you can't get the same results when trying to upload your info to the public. The point I am trying to get at is bandwidth=player count, the more the bandwidth, the more the number of players you can handle on your server. On my cable modem I am resticted to about 6 players, after that I have exceeded my modem "upstream bandwidth" quota. Once you have reached your maximum bandwidth connection, any players you add start fighting for the bandwidth which results in delays or LAG!!! So, as long as you are willing to deal with the lower player count, the cable modem is fine. Sure you can add one or two more players but the playing conditions suck and your (clients) players won't stick around, they are sure to find another server with a better Internet connection (like a T1 or even a DSL). It is better to play a small group of happily connected players than a large group of disgruntled ones. :-) So, enough said let's get to the set up portion:

First thing you need to do is decide how you are going to launch your server...
1) A dedicated launch from with the Unreal game itself.
2) A commandline launch using Unreal.exe.
3) A commandline launch using UCC.exe.
4) A batch file launch using either Unreal.exe or UCC.exe
I am going to start with number 4)[UCC.exe]. Because I feel the best way to run your server is from a batch file using UCC.exe,why you may ask do I feel this way, well five reasons:
1) Time to launch the server is quicker.
2) The ability to save different server setups as different Shortcut Icons on your DeskTop screen.
3) The batch file (*.bat) can create a Crashlog for your server, for following up on a crash cause.
4) The batch file can restart your server, if it crashes for some reason, other than the computer is off. :-)
5) CPU usage is less.
It takes a few extra steps to set up but once it is setup you only need to double click on the Start Icon and within seconds the server is up and running.
First go to Configuring your *.ini and set up the *.ini file.
....When you are in the ini file enter these recommended settings for a cable modem:
....MaxClientRate=5000
....MaxPlayers=6
....If you are going to run teams then MaxTeams=2 and MaxTeamSize=3
Second go to TheBatchFile to set up your *.bat and/or TheCommandLine, also checkout Multiple Servers for more detail
Third you will need to make up a shortcut located on your desktop screen. Or you can save the bat file in your desktop directory.
